Local Crisis Group Constitution
- Rule 8 & 10 of CAEPPR Rules: Constitution and Functions of Local Crisis Group
- Local Crisis Group is the body in industrial pocket to deal with chemical accidents, coordinate planning, preparedness & mitigation of chemical accidents.
- Local Crisis Groups constituted for all the 15 identified industrial pockets (Talcher, Kaniha-Derang, Angul, Balasore, Cuttack, Paradeep, Khordha, Bhubaneswar, Rayagada, Panposh, Rengali, Kalinganagar, Meramundali, Bhadrak, Jharsuguda)
Role & Functions
- The Local Crisis Group shall be the apex body in the District to deal with major Chemical accidents and to provide expert guidance for handling chemical accidents;
- Without prejudice to the functions specified under sub-rule (1), the Local Crisis Group shall-
- Prepare Local Emergency plan for industrial pocket.
- Ensure dovetailing of the local emergency plan with the district off-Site Emergency plan
- Assist the district administration in the management of chemical accidents.
- Train personnel involved in chemical accident management.
- Educate the population likely to be affected in the chemical accidents about the remedies and existing preparedness in the area
- Conduct at least one full scale mock-drill of a chemical accident at a site of every six months and forward the report to the District Crisis Group
- Respond to all public inquires on the subject.
