District Crisis Group Constitution
- Rule 8 & 9 of CAEPPR Rules provides for constitution and functions of District Crisis Group chaired by Collector & DM
- District Crisis Group is an apex body in the district to deal with major chemical accidents & to provide expert guidance for handling chemical accidents.
- DCGs have been constituted under the chairmanship of District Collectors for all the 30 Districts.
Role & Functions
- The District Crisis Group shall be the apex body in the District to deal with major Chemical accidents and to provide expert guidance for handling chemical accidents;
- Without prejudice to the functions specified under sub-rule (1), the District Crisis Group shall-
- Assist in the preparation of the district Off- Site Emergency plan
- Review ell the On-Site Emergency plans prepared by the occupier of Major Accident Hazard installation for the preparation of district off-Site Emergency plan
- Assist the district administration in the management of chemical accidents.
- Continuously monitor every chemical accident.
- Ensure continuous monitor flow from district to Central and State Crisis Group regarding accident situation and migration efforts.
- Forward a report of chemical accident within fifteen days to the State Crisis Group
- Conduct atleast one full scale mock-drill of a chemical accident at a site of each year and forward the report of the strength and the weakness of the plan to the State Crisis Group
